Have you had him checked by the vet to make sure he does not have something wrong with his bladder/plumbing besides a UTI? He could have a stricture or something keeping him from emptying completely. If not that, he could be teething and that could be causing some of this. My Holly has been a challenge in a similar way. She never spins or sniffs to let me know she needs to pee. She used to be really good with the pee pad but lately she has been more miss than hit. She has been teething so I question if that is the cause. And the worst part is it is rubbing off on Gracie. She is 20 months old and I have had to start potty training her again. I bought some organic stuff at Petco called No-Go. Spray it on the carpet/furniture or any "no" area and it is supposed to keep them from going there. I just started using it tonight and so far, so good, only pee pad use. Good luck!
