I have a good idea for you.

1: Put in a doggie door.
2: Build a pen with walls and a roof made out of some sort of strong mesh--essentially a cage--and connect it to the doggie door.
3: Make sure the cage is pinned down to the ground so it can't be lifted up. If Buddy is a digger, you might have to enclose the floor with mesh too.

Now Buddy can stay in the house, but he can go outside to his safe enclosure when he needs to do his business.

I was planning to do this when I thought I was going to move to a more rural area.
