This is an interesting point.
I don't think all good breeders require spay/neuter as long as they understand what the buyer's intentions are.
You do have a choice who you buy from but if you didn't want a spayed or neutered Yorkie for whatever reason, there is a good chance that you'd have to buy from a pet store.
Breeders have to protect their pups which is understandable (and if I was a breeder, I'd probably require that at least the girls be spayed), yet very sad for the trustworthy new owners who would've rather not had the surgery done.
