I have 4 carriers and all of them I purchased based on weight capacity. My little Chi weighs 4 lbs, and all of them she can move around in. But I think it would be more based on what you need it for. For example, if you are flying, you do want to make sure they can lay down and turn around completely. If it's just for shopping, etc. mostly its that the neck opening isn't too high for them. Usually when shopping they stand most of the time with their head out.
