Require $500 Breeder Permits required each year per animal;
Require Rescuer and Foster Home Permits to be able to keep more than 10 dogs, cats or any combination which has special requirements that must be met;
Ban tethering of dogs unless owner is present;
Impose confinement requirements of 150 ft. pen size per dog.

While I dont have a problem with some of this.
Such as Pen size (I hate even the idea of pens)
Or Tethering!!!!!! This is nothing but cruelty to animals!
And I dont even have a problem with a breeder permit.
But how is this going to help stop Puppy Mills and TRUE byb and petshops?
They will just do it sneakier Or as they said underground.....
I DO have a real problem with government saying all dogs and cats should be spayed/neutered at 4 months of age.
It should be between that person and their vet.
I mean Geeeeeeeez....they cant even do this to criminals who rape and molest women and children and are in prison
Or the welfare mother who keeps having tons of kids!
When we start letting government take over like this....its going to be bad.
Just like gun control...Its not the law abiding citizens you have to worry about.
Puppy Mills will still thrive and True BYBs...with puppies in shed and cages will party on ~!!!!
My biggest problem is you know who gave the grants/loans to the biggest puppymill. The same government that is telling everyone else to spay/neuter has to be done at 4 months.
This is the breeders that your government would prefer exist
http://www.huntecorp.com/

The same people trying to legislate the petowner telling them what is right.
Is the same ones backing this big big business of puppymilling right here in the US. Our government is backing them and then trying to tell the pet owners and small hobby and show breeders that we basically are not going to be given our right to choose.
This is where the problem is.
