Default training older dog

Hi everyone, I recently rescued a 3 year old yorkie. His profile said he was housebroken but would sometimes mark his territory. He is clearly not housebroken. I've only ever trained puppies with crates and that worked beautifully but I'm not comfortable crating a 3 yr old who has never been crated before especially since he is in a new environment. I'm desperate because no amount of scheduling, praise, scolding and treats are helping. He is currently wearing a belly belt with a maxi pad in it for peeing that he came with. This morning I got him out early to pee and fed him and went back out with him and the minute he came back in he pooped in the bedroom. Any advise much appreciated. He's been here a week now and we love him but he has to get trained.
