Have you tried a training class for you little one? I went to a cheep o PetCo class to do some training for my little girl. And to socialize her. She got over her fears quick of other dogs. It may help with her people problems. The trainer that we had had quite a few dogs that wernt people friendly. But got over it after a few classes. Good luck with your pup I hope that helps a little.
