Half doses shouldn't be given. What you are trying to achieve with vaccines is to provoke the immune system into producing antibodies. Vaccines are measured by the count of virus cells in them so if you only give half you aren't giving the proper count of virus to provoke the immune system. Giving half doses is like not finishing a course of antibiotics. You may cause more resistant strains to develop. Vaccines do not follow the same logic as medicines. Dosage of vaccines is figured by virus cell count, not the body weight of the dog.
