We got LookOut car seats for our 2. The adjustable strap hooks up to the harness. They love it - they're elevated enough to see out the window, but secure so that they don't get thrown around. Here's a link to them.

For the chewing... besides say NO try to have something that he can chew on nearby, then you can give that to him instead of your hand.
