I think you can take your puppy anywhere that is clean.... I think the old rule is for dog parks, parks, where unknown dogs use the facilities. I see no reason to keep them confined to the house, but stay away from big dogs and doggie areas.
I took Rusty out as a pup before his shots were over, never had a problem.
