I wouldn't worry about it. No one sedates their kids. And I have had more things thrown at me, I'd had kids yell and scream for the entire 4 hour flight, etc. No one said boo to them.
Put the carrier on your lap, unzip, scratch ears. Give a drink. Take with to the bathroom and let pup out. You can think of stuff. I wouldn't start drugging. Why? you never know.
