Even though you have no leash law, you CAN do something! Find the dog, find the owner, take them to court, sue them. YOU could be the one person who stands and becomes the reason to get a leash law in your county! It seem like a really bitchy thing to do, but I've called the humane society multiple times on my own neighbors dogs for running loose. I figure if I'm being responsible and protecting my own dogs by keeping them on a leash or in the fenced in backyard, there is absolutely no reason that everyone else shouldn't be doing the same thing.
