I would suggest bringing him to the pads like every 20-30 minutes and use whatever phrase ( like go pee-pee or whatever you want to say )
I think if you looked at it like you were training him to go outside, you would need to take him out like that so he would learn and get the idea, so you are really doing the same thing, just inside with pads.
It's really about the repetition until they learn it!
