I'm going to say YES! When I got Hallie she was 2.5 and used to living in her own waste so I potty pad trained her. I did all the things you do to train to go outside, put her on the pad area every hour and threw a HUGE party when she used it with treats. It took awhile due to her circumstances but it can be done.
