Can you contact a german shepard rescue to take her? I would hate for her to be put down. Maybe they could find somebody who could take time and train her/rehabilitate her (and I don't mean that negatively towards you/please don't take it that way).
I also wonder about those collars that shock if the dog goes outside of its area.
What a hard situation.
