Yes, it is to carry the plastic bags... it is beautifully made, and I guess you can stuck in it whichever bags you like... I like the biodegradable idea, need to look for them. But this is a MUST have... it is nice sized, and it hangs very well... Yes, Deb, that was the one I got!!!!!!!!!!
