If she wets on the floor, use a paper towel to mop it up, then put the paper towel on the pee pad. You might also try "Jump Start" pee pads that you get at Petsmart. They really attract the dog to pee on them. I would also start with the pad in the bathroom, then gradually move it to where you want it to be.
