I bought the Bumble Bee one with the lead for Parker and it is a XS and is to big.
Here is what the tag says the sizing is:
Teacup 2lbs
XXS 2-5 lbs
XS 5-15 lbs
Small 12-20 lbs.

It goes around the neck and the chest. His is way to big. I think he needs the XXSmall.
