Mathew, I have to ask - are you the same young man who posted some time late last year about a Yorkie you found??? I think his name was Mil/Miley/Miles?? I have not been around for a while and am just now catching up, but your name kinda jumped out at me because I remembered this incident so well and was so moved by it. Sorry if it was not you, but had to ask.
Anyway - whether it be a furbaby or skinbaby - I sure love your way of thinking!! Good for you for standing up for YOUR baby!! I have had similar experiences with a toddler and two years old or not, I will NEVER tolerate cruelty, even if it is unintentional. The Mom should KNOW better.
