When was weening introduced? She might just be getting used to not having mom alway's their with her. I am sure that by the time she is ready for you to bring her home, she will not be like this at all. I gave my breeder Jeter's kennel and 2 blankets a few weeks before he came home to us and Jeter did fine his first nights home with us. No whining at all!I belive that it was because he was used to the smells of his kennel and blanket and he felt safe. Maybe you could see if you could bring a blanket so it get's mom's sent on it for when she comes home?
Their is a book out that is called Help For Your Shy Dog by Deborah Wood. It I got it because Jeter is so scared of taking a bath and shakes something horrible when I give him one he also does this breathing coughing thing just walking him to the area to bath.I was hoping this would have information on overcoming a bath fear, unfortunately it did not but She has some usefull information in it that might be helpful to your dogs shyness.
