I would do whatever you need to do to make sure he is current on shots and wormings because it would be a danger to Max otherwise.
I would wait waaaaaaaaaaay longer than even two weeks to neuter personally.
If Ellie got loose and someone found her, even if they were trying to find me, if they had her spayed, I would be VERY unhappy if I didn't want it done. I would wait months, not weeks UNLESS you really want to keep him. Then you can go by the shelter rules in your area and after a week or whatever, he is yours. If you consider him yours (and the laws around there say you don't have to return him after a certain amount of time) then do it but if you still really want to find the owners, I would definately wait.
