I'm quite involved in the rescue and it varies from rescue to rescue. I think any responsible rescue should alter before adopting the dog out, otherwise there's that chance that the dog could end up producing puppies.
Spay/Neuter contracts are VERY unreliable. I think the statistic I saw recently was only 30% are followed.
With my rescues, they are altered as soon as they are old enough (4 months) and healthy enough. If they can't be spayed or neutered for whatever reason, then they stay with me until they can be. THe one exception to this (and I haven't had to deal with this yet) would be a dog that was so elderly or had some condition that would risk the dogs life when it was altered.
