I personally find the statement to be kind of self explanatory. The statement means basically that breeders who are of higher quality (reputable breeders, show breeders) breed in such a way that they do not carry on genetic defects, and strive to promote healthy traits, personalities and genes. Backyard breeders (breeders of lesser quality) breed in such a way that they are
mostly ignorant of genetic defects, and often times breed their animals even if they have problems and therefore pass on these "undesirable" traits.
This is a barebones explanation.
