I think the problem with having the seat on the floor is the traditional lookout straps in with the seatbelt and nothing else. The console seat straps around the console and also through the seat front/back, so a console seat might be secure on the floor, though it would be at an agle as there is a "lip" that goes over the back of the console.
If you don't think it would be a problem to have our baby low and not looking out the window, it will probably be okay. I think the better option would be a lookout in the backseat. Good luck with whatever you decide.
