Puppies chew, that's what they do so your only alternative is to change the environment or try suggested methods. Bitter Apple seems to be the most popular but when mine were small, they would just find something else to chew on, including antique furniture, shoes, whatever. I kept trying to find a safe chewy, and at the same time, kept my sense of humor, especially when I came home and found half a wall of wallpaper (new) pulled off the wall. I think there's a bone that is chewable but will not come apart, ask at the pet store, I want to say Nylabone or something like that. That seemed to work for mine, along with an old leather shoe.
