Some rules are never to "broken" even by board members!
Really, is not the board to help enforce the rules?
Leashed Dogs are in the best intrest of all the people- and the dogs- in this case an unleashed dog was not in your or your dog's best intrest!
IMO- not a person I'd want on any "board"
