I would have...and I have done it. I don't have issues with pits being unleashed...but unleashed dogs left unsupervised in my neighborhood...tormenting people and dogs as they walk by...playing in the middle of the road. yes...I reported it. and I think it is great that you did too. I mean...what if one of those dogs were to hurt a child or another dog???? you would feel really bad if you didn't report it and something happened. so rest easy knowing that you have possibly saved someone from injury...and those dogs from being put down because of them hurting someone.
