I saw a story like this on Wife Swap (could have been trading spouses), but I don't know for sure where the OP saw this one.
I can assure you there are mental health issues at work here (and I'm qualified to say that...lol). If it's the show I saw, I'm leaning toward a personality disorder on the woman's part. I thought a lot of her showering affection/care on the dogs was more a way of punishing her husband/child than it was a true obsession for the dogs.
