Hmm, maybe someone with pee-pad experience should weigh in here. I never trained pee pads because we have a yard. But I'm just thinking it would be much more practical in a 4th floor apartment.
And I would think he would be able to distinguish the difference between going anywhere inside and going on a pad inside.
