That's what it wants to do. That first sentence is the most important one. " End means end. The body of the letter talks of other things, but the bill wants to end all animal testing in America companies and universities, and they are usually the most humane. So many overseas companies have labs over here that are awful, be careful what you sign.

Animal testing is so important -- I'd love to write a whole novel about it, but this is not the place. This should be moved to Off Topic. :/
