Default need help/advice on what to do

I co -own a yorkie who is 8 months old. My friend when purchasing this dog for a stud was told and given papers.. These papers stated that he had been vet checked and had his testes. This is on his papers/contact.
I took him to a vet here, had two vets look at him and was told by both that he had no testes that they could feel.. one said they had to be pretty flat if they were there...We told the breeder we got him from..
Now the breeder is saying that she has had two previous experiences with this, and that she claims he is to tiny and young and she is positive they will drop..on doing a first breeding... I have two females in heat right now, he has no interest in my females what so ever..
I need some advice on this and hope all you breeders with experience will come on here and tell me...I find it hard to believe that number one as she says if we breed him they will drop at this point.. How do you breed a male with no testes...
