I'll never put a regular collar on Maggy May because she's so tiny and prone to trachea collapse. Now that warmer weather is just around the corner (crossing fingers, lol) Maggy, my Husband and I all went to the vet yesterday and got her fitted for a Roman Harness, it doesn't go around her neck, it goes around her chest, I really like it. You can do a search on them and see pics of how they fit.
