I know all to well that judges over look way too much, especially if there is a professional handler at the end of the lead.
The YTCA has in their Code of Ethics:

7) An exhibitor-member shall not alter a dog’s natural appearance except as provided in the Yorkshire Terrier Standard.
I guess some people just pick and choose which rules to abide by. I know things will never change, it is all part of the winning game and I guess they just can't help themselves.
