I had the same problem with my dog, I would put the puppy pad down and he would shred it, i bought the holder which only delayed him about 2 minutes in shredding it. I finally switched to reusable puppy pads they are made of cloth and they work great. I bought 12, I was very squeamish about washing them in my washer so what I do is that I hose them down with soap and water, then I put them to wash. They work great, and he loves them, he immediately started using them and now we only have rare accidents which makes my life a lot easier! Personallypaws.com sells them at a great price, even in colors so that you don't see the pee.
