belly bands are a nice idea from your point of view but they will not train him or let him know when he is doing anything wrong, once you get him in them it may not be easy to get him out!
Hopefully the steam cleaning will help as it will remove his scent from the carpet which may be what is encouraging him to "reinforce" his territory.
I plan to get Rufus castrated as soon as possible as this seems to be a common problem.
