Yes, that is common, especially for people who don't breed or don't breed small dogs. It can be okay but why allow it to happen if injury can occur? The breeders here will know more about it but one of the concerns is when they tie the female sometimes drags the male around and it can break a bone in his penis.
Letting nature take its course is usually not a good idea in Yorkies because their pregnancies are high risk/c-sections are required often.
