Has he been vaccinated for kennel cough? Sedrick picked up kennel cough at the daycare he goes to and I find especially in the morning he wakes up coughing and has phlegm in his throat. It's not pleasant but it will go away. To be safe, yes take him to the vet and get them to check this. They will likely prescribe him a cough suppressant and maybe keep him near a humidifier to keep the phlegm loose.
