You may need to crate train him to get him to respond correctly. This would mean putting him in a crate when you are not watching him and making sure when you take him out of the crate the first thing you do is take him outside. If he does potty then very quickly say good boy and give him a treat. This is positive re-inforcement and I found it really helps.
