I wouldn't leave dry food down so the puppies could get at it. I never start my pups on dry at that age and when I do start them on dry (at about 6 weeks) I monitor them so there are no choking incidents. I usually start them on dry by hand feeding them some a few times to see how they handle it. There always seems to be one that doesn't get the hang of it at first. For me, I always just watch them eat until they're done and never leave the house with food down. At 4 weeks, leaving dry food available to puppies is a recipe for tragedy.
