Working at a vets office in southern Cailfornia, I saw a lot of this. My pug, had the very same reaction. It was so hard to see him in discomfort. I changed his food, put him on prednisone so on and so forth. I did an allergy test for him and he had allergies to certain grasses that were in our area. But the culprit turned out to be fleas.. Although we kept our home in immaculate condition and treated him it was an on going cycle. Especially during the summer when the breeding season was high for fleas. My dog had an allergy to fleas. We moved to the desert and the problem was gone. His skin cleared up, coat was shiny again and he was taken off prednisone. It is too hot here for fleas. I hope this is not your case, but if all else fails ask your vet about this..good luck.
