At this point if the Vet you are currently seeing will not refer you to where you choose to go then I would DEMAND it. We had to with one of our girls. Our vet wanted to run test after test and instead of racking the bills up with all of that. We told her that we wanted to see a specialist. One visit with the specialist and he had things under control. It was the best 120.00 we have spent to date. Our reg vet bills were way out of control. Nearing 4500.00 in only 6 mos. Had we seen the specialist a long time ago we would have saved a lot of money. So don't let the word Specialist make you think high dollar. They are specialists for a reason and you will save in the long run. I hope Cosmo does get to see a specialist if anything for piece of mind. A lot of regular vets are not familiar with the more complicated issues.
Not sure how far away Cornell is for you or these other places. I just did a google search for New York Vet Specialists and a lot of info came back.
