I always read the breeder posts when they introduce their litters (cuz you know I can't get enough of them baby pictures) and have yet to see any pup born at under 2 ozs. So I think they are full of sh!t. I looked at that pu and her size is reminiscent of Lulu when I got her and she was 1 lb and 7 ozs.
