If it doesn't come with a spice packet you can use mixed pickling spices-about a tablespoon. I always cook mine in a crock pot.
cloe and dj if it seemed tough it may have been the way you were cutting it. I cook one many years ago that was tough as nails but my Dad showed me if you cut it on the other side it was really tender. try it!
