If he won't walk on a leash, start training him slowly.

Start with just putting the harness on him at home without the leash. Let him have the harness on him for 15 minutes, while he has the harness on, play with him and treat him. Then take it off. Do this every day and extend the time until he's comfortable with just the harness. Then after a week, add the leash. Same thing, play and praise him with the leash on. Don't hold onto the leash, let him drag it around (at home). Remember to take it off when you're done and never leave him to drag around a leash unsupervised.

When he's comfortable with leash and harness, slowly start taking him out. Don't drag him with the leash. If you need him to start walking, stand beside him with the leash, pull up on the leash and move forward. This will put him on his toes and make him walk a bit. If you just pull, he'll resist and sit and then you'll just be dragging him. Just do it all slowly with lost of praise and treats.
