By your response I am guessing that you do not have a fence. Am I correct? This is an idea for the harness and leash dilemma. And it is just an untried solution. Just my thoughts. Could you put the harness on him in the house? Then tie a short piece of rope, like about five inches, to the harness? Then gradually increase the length until you can attach his leash without a problem? Do this in the house while you are playing with him. Let the play be a distraction.
You might contact a rescue in your area and ask them how they deal with it. I know that they have many leash-shy doggies that come in and they do teach them to walk on a leash.
