A lady from a chat that I used to be on would not buy pens but she had hubby make them. She used pvc piping and the joints that they sell to make it. Doing it that way you can totally customize how high it will be. Then you use bag ties to secure the mesh garden sidings to it. Very cheap to make and easy. I used the same stuff when my son was a little baby to make what looked like a soccer goal post for the end of the driveway where I didn't want him to go.
