My baby went through this stage too.... it lasted about month of everyday coming home to peices of wee wee pad all over my room and a puddle of pee where the pad should have been.
It helps a little if you tape the edges but she did manage to rip it up when she really wanted to. There are also special holder for wee wee pads with an adhesive floor. I know they offered it to me at the pet store but i dint think it would be worth paying about 15 bucks for it. Boy was i wrong. But thankfully they usually grow out of all these "stages" rather quickly.
