My advice I will give. Don't slap him. Violence never helps anything. You have to think like a dog and outsmart him. It could be that he is snapping at shoes because he is lonely..if so, exercise him and outsmart him.

He is smart enough to know that you put on shoes before you leave home. That's why he bites the shoes, to make you stay.

Maybe put your good shoes in the car etc (anywhere outside) and your older shoes in their place in the house.
Then, everyone leave the house without shoes, so that he comes to understand you do NOT always put on the shoes before leaving, so it is fruitless to bite the shoes..

See if that will work..............let us know if it does.
This sounds like separation anxiety.
