Plane off to Australia????

My Husband is thinking of applying to school in Australia and I was thinking of going with him and bringing Cooper (1 year old yorkie)
I have been doing some research about this and if you bring a pet into the UK/Australia area you have to quarantine for a min of 30 days. (which I think would be way to hard on my Cooper and myself)
I have come across something called PETS stands for Pet Travel Scheme which requires you to have a pet passport and many things like shots and microchip ect... 6 months before going there and then your pet wouldn't have to be quarantined.
So I am just wondering if anyone has gone through any of this stuff

We live in Ontario, Canada so the flight would be I think 22 hours maybe more

If you have any advice or information that would be greatly appriceated

one more thing when you fly with a pet do they have to stay in the crate that you take them in, or can you hold your puppy once the seatbelt sign is off.
