My puppy is now 3 years old and is trained to use pads or the outside. He prefers to go outside but will use his pad if it is rainy. He hates rain.

As a young puppy, you never want to scold him for using the floor. Instead set him up to be sucessful by placing scented pads in every room if need be. Once he realizes no matter where he is inside, he can get to a pad when the urge strikes, I think he will be OK. As he grows, remove pads until he has only one and once he gets better control, he will go to the one pad.

Dogs by nature do not want to go in the house, so will train themselves to go outside if you take them for walks enough. Twice a day is the minimum.
